Position Title: Procurement and Operations Manager
Location: Dhaka, Bangladesh
Reports to: Deputy Chief of Party, Operations
Position Summary
The Procurement and Operations Manager will support the ClimAct project by overseeing procurement and accountability for non-expendable properties. This role involves developing contracts, including leases, service agreements, and purchase orders throughout the program’s lifecycle. Working under the supervision of the Deputy Chief of Party (DCOP), Operations, the manager will perform the following key tasks:
Key Responsibilities
- Assess the procurement needs of ClimAct and collaborate with the DCOP, Operations to implement procurement activities in Dhaka and regional/site offices as needed, in line with budgetary provisions.
- Procure project equipment and related services using cost-effective and efficient procedures, ensuring compliance with USAID regulations and Winrock policies.
- Review and refine equipment specifications to meet industry standards and USAID requirements for fairness and competition.
- Prepare contracts and solicitation documents, ensuring compliance with relevant regulations.
- Seek guidance on procurement issues from the DCOP, Operations and the home office procurement team.
- Evaluate quotations, bids, and proposals; conduct negotiations as necessary.
- Draft selection memos, sole-source justifications, and negotiation memos, ensuring transparency and adherence to established criteria.
- Monitor supplier contract terms and performance; resolve disputes as needed.
- Organize equipment inspections and transportation, conducting field visits when necessary.
- Oversee the logistics of equipment delivery from suppliers to the final consignee.
- Conduct periodic inventory checks, maintain records, and recommend reconciliation actions in consultation with the DCOP, Operations.
- Collaborate with the Finance Team to manage VAT coupons for vendors.
- Perform additional duties as assigned by the supervisor to support project goals.
Qualifications
- Bachelor’s degree or equivalent experience in business, management, or a relevant field.
- Minimum of 7 years of demonstrated experience in negotiating and managing local procurements for international donor-funded projects.
- Experience in evaluating proposals and managing procurements for USAID projects.
- Strong organizational and computer skills, including proficiency in word processing.
- Demonstrated leadership, versatility, and integrity.
- Fluency in English is required.
